AERAP Africa-Europe Science and Innovation Forum, 7 - 10 March 2023
The Forum will be designed to inform and engage with policymakers to ensure that the role and contribution of science, enabled through digital technologies, is reflected in European Union and its Member States’ policies concerning Africa. The meetings will also be designed to increase the level of participation and reinforce the networking by African nations’ with their partners in related EU programmes and science and innovation programmes supported by European Union member states and some associated countries. Digital capacities, existing and new, for expanding science inclusion and citizen participation by all groups in society across Africa, will be explored.
Key policy and programme developments include:
The meeting will address a range of themes, including Biodiversity Health, Medicine, Life Sciences, Geoscience, ICT, Digital Transformation, the Green Agenda, Women and Girls in science, Astronomy, reskilling and upskilling and Agri-food systems. In the Forum, we will examine the feedback loops between scientific funding, education funding, and digital transformation to support evidence for policymakers.

The meeting will also consider how emerging regulations covering data protection, medical devices, in-vitro diagnostics, and other areas impact science in Africa and science and innovation cooperation between Africa and the European Union.

The global context will be considered through the inclusion of speakers from the UN, OECD and other multilateral bodies.

Working in collaboration with libraries and library consortia in more than 50 countries in Africa, Asia and Europe, I advocate for open access to research results, facilitate the development and implementation of open science policies and infrastructures, and provide support and training. I contributed to recent reports including ‘Fostering Bibliodiversity in Scholarly Communications – A Call for Action!’, ‘Towards Sustainable Cooperative and Non-APC Publishing Models’, RDA COVID-19 Data Sharing Guidelines and Recommendations’ and 'Digital Skills for FAIR and Open Science' 10.2777/59065 (full list of my papers). In EIFL's Open Access Programme I collaborate with more than 1,200 OA repositories and more than 4,000 OA journals. We supported the development of 176 institutional and eight national OA and RDM policies and trained over 289,400 librarians, researchers, policy-makers and open science champions. I am one of the curators of the OpenAIRE COVID-19 Gateway and the Coronavirus Disease Research Community - COVID-19 on Zenodo. I was a Rapporteur for the European Open Science Cloud (EOSC) Skills and Training Working Group and now serve on the EOSC Association Data stewardship curricula and career paths Task Force; co-chair the OpenAIRE Community of Practice for Training Coordinators and chair the OpenAIRE Training and Support Standing Committee. I am on the boards of Confederation of Open Access Repositories (COAR), the Global Sustainability Coalition for Open Science Services (SCOSS) and the Networked Digital Library of Theses and Dissertations (NDLTD); serve on the UNESCO Open Science Advisory Committee and the advisory boards of the Community-led Open Publication Infrastructures Project (COPIM) and Open Access Week. I am a member of the Coalition Publi.ca International Committee, the DSpace Community Advisory Team and the CODATA Policy and Legal Working Group. And I am an Associate Editor for the Directory of Open Access Journals (DOAJ) and a programme co-chair for Open Repositories conference 2020-2021. I completed the PhD programme at the Institute of Social Sciences, National Academy of Sciences of Ukraine, and have an M.A. in Cultural Studies from the National University ‘Kyiv-Mohyla Academy’, Ukraine.
